§ 4-181. Definitions.

  • The following words, terms and phrases, when used in this article, hall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

    Abandon means to move away from the owner's property without the animal, to drop the animal off with no intent to retrieve the animal and return it to the owner's property, or to leave the animal unattended for more than 24 hours at the owner's property without making arrangements for the animal's care.

    Animal means a dog, cat, or other non-agricultural companion animal.

    Inhumane conditions means, but is not limited to, inadequate food, water, shelter, or medical care.

    Secondary caregiver means the person designated by the owner to care for the animal for any length of time, which may include, but is not limited to a family member or employee of the owner or a volunteer. Notwithstanding the existence of a designee of the owner, any person who provides care for an animal for ten consecutive days or more may be considered a secondary caregiver.
