§ 4-71. Failure to pay fee or vaccinate dog or cat.

No person shall own, keep or harbor any dog or cat for which a license fee has not been paid as required by this article. No person shall own, keep or harbor any dog or cat which has not been vaccinated against rabies as provided herein.
