§ 36-1. Objectives.

  • The objectives of this chapter are:

    (1)

    To protect public health, safety and general welfare.

    (2)

    To eliminate any nonallowable discharges to the county's MS4 that adversely impact water quality.

    (3)

    To provide for the sound use and development of all floodprone areas in such a manner as to maximize beneficial use without increasing flood hazard potential or diminishing the quality of the natural stormwater resources.

    (4)

    To provide for sound fiscal management of the community and maintain a stable tax base by providing appropriate fees and other dedicated funding sources for the administration of the watershed management program.

    (5)

    To increase the awareness of the public, property owners and potential homebuyers regarding stormwater impacts (i.e., flooding, erosion).

    (6)

    To minimize prolonged business interruptions.

    (7)

    To minimize damage to public facilities and utilities such as water and gas mains; electric, telephone, storm and sanitary sewer lines; and streets and bridges.

    (8)

    To promote a functional public and private stormwater management system that will not result in excessive maintenance costs.

    (9)

    To encourage the use of natural and aesthetically pleasing design that maximizes preservation of natural areas.

    (10)

    To promote the use of comprehensive watershed management plans.

    (11)

    To encourage preservation of floodplains, floodways and open spaces.

    (12)

    To encourage community stewardship of county's water resources.

    (13)

    To enable the county to comply with the National Pollutant Discharge Elimination System permit and applicable regulations, 40 CFR 122.32-35, for stormwater discharges.
