In order to determine and demonstrate the importance of improved seed and of better
cultural methods, to favor the general adoption of better agricultural and horticultural
practice, and to bring the results of scientific research of the state experiment
station and of the Federal Department of Agriculture within reach of all the farmers
of the county, the county mayor may, upon his own motion, or upon the petition of
50 or more freeholders or other county association regularly organized for the promotion
of agriculture and horticulture, establish and maintain a county demonstration farm
as provided in this article.
