Except for motorized wheelchairs and motorcarts being operated by handicapped, disabled
or infirm persons, it shall be unlawful for any motor vehicle, motorcycle, motor-driven
cycle or motorized bicycle as defined in this chapter, to stop, stand, park or drive
upon any walkway, as defined in this chapter, unless the aforesaid vehicles are part
of a static display which has been authorized by the owner or manager of the property
upon which the walkway is located.
