Notwithstanding the other provisions of this article, if conditions in any department
or office of the county or the financial condition of the county necessitates a reduction
in the work force, the required reduction shall be made in such class or classes as
the appointing authority designates. The determination as to which employees within
a particular class are to be laid off rests with the sound discretion of the appointing
authority and will be based on such considerations as service ratings, seniority and
other relevant factors.
